California Sports Betting: Legal Status and Options in 2026

California sports betting is not currently regulated as a state-authorized market. The California Gambling Control Commission says that sports betting is not regulated in California, and it does not maintain a state-licensed sportsbook list for Californians.

That is the short answer. The longer answer matters because California has tribal casinos, cardrooms, horse-racing wagering, sports fans in every corner of the state, and plenty of websites that market to California residents. Those facts can make the status look murkier than it is.

It is not murky. It is just easy to mix up different questions.

A site saying it accepts someone in California is one question. A sportsbook being authorized and regulated by California is another. And the existence of tribal gaming does not mean every gambling product is available at every tribal casino. Keep those lanes separate.

For the national overview, read our Sports Betting Guide. If you want to verify operators in markets that do license sportsbooks, use the Legal Sportsbook Operators by State directory.

Is Sports Betting Legal in California?

California does not currently have a state-regulated online or retail sports-betting market. The California Gambling Control Commission states that sports betting and daily fantasy sports are not regulated in California.

The Legislature’s nonpartisan Legislative Analyst’s Office explained in its 2022 Proposition 27 analysis that state law banned sports betting at that time. The measure proposed legal online and mobile sports wagering, but voters rejected it. Its official ballot analysis stated that a no vote meant sports betting would continue to be illegal in California.

So, is sports betting legal in California? There is no currently authorized California sportsbook market for residents to use through a state-licensed mobile app or a state-licensed retail sportsbook.

The California Attorney General’s 2025 opinion on daily fantasy sports adds related context. It concluded that daily fantasy games involving players physically located in California violate state law, based on the state’s sports-wagering prohibitions. That opinion addresses daily fantasy sports specifically. It is not a substitute for a fact-specific ruling about every product marketed online. Still, it is a useful reminder that an operator’s location outside California does not automatically settle the question for a person located inside California.

That table is intentionally plain. It is better than a flashy “best California sportsbook” list that never tells the reader whether California has licensed the operator.

Why California Has No Licensed Sportsbook Apps

California’s most recent statewide sports-betting ballot fight took place in 2022. Proposition 26 would have addressed in-person sports wagering at tribal casinos and certain horse-racing sites. Proposition 27 would have allowed online and mobile sports wagering outside tribal lands under its proposed framework.

Both measures failed. The California Secretary of State’s official Statement of Vote reports that Proposition 26 received 33.0% yes votes and Proposition 27 received 17.7% yes votes in the November 8, 2022 general election.

2022 measureProposed focusOfficial result
Proposition 26In-person sports wagering at tribal casinos and certain horse-racing sites, among other changes.Defeated: 33.0% yes, 67.0% no.
Proposition 27Online and mobile sports wagering under a new proposed state framework.Defeated: 17.7% yes, 82.3% no.

No ballot result is a forecast. It tells you what voters decided in that election, not what California will do in a future legislative session or ballot cycle. Avoid pages that treat old headlines as a launch date.

For now, California online sports betting remains a topic with high reader interest but no state-run licensing framework for sportsbook apps. That is why the first stop should be a state source, not a promo code.

Tribal Gaming, Cardrooms, and Horse Racing Are Different Things

California gambling law has several categories. They overlap in the public conversation, but not in the way people sometimes assume.

The California Gambling Control Commission regulates cardrooms, third-party providers of proposition-player services, and certain tribal-casino matters under state law and tribal-state compacts. The California Department of Justice’s Bureau of Gambling Control conducts investigations and audits, enforces state gaming laws and regulations, and handles gaming-license applications and fees.

Tribal casinos operate within a different legal setting. The Commission says it has regulatory and administrative responsibilities connected to tribal-state compacts, while tribes have sovereign status and their own regulatory systems. A tribal casino can be a major entertainment destination. It is not automatically a California sports-betting venue.

Horse racing is another separate category. California authorizes and regulates pari-mutuel wagering on horse racing through the California Horse Racing Board; that does not create a general sports-betting license.

Think of these as different doors in the same large building. A cardroom license is not a tribal compact. A tribal casino’s gaming options are not a statewide sportsbook license. And a horse-racing wager is not an online NFL wager.

What About Offshore Betting Sites in California?

This is where the wording needs care.

Some offshore sportsbooks market directly to U.S. readers and may claim that they accept users from California. That claim does not make the operator California-licensed, state-authorized, or regulated by the California Gambling Control Commission. California’s official complaints page says sports betting is not regulated in the state and directs reports concerning an online sportsbook operation to the FBI’s Internet Crime Complaint Center.

If you visit a commercial review or offer page, treat it as a separate editorial and affiliate resource, not as an official California approval list. The useful question is not only “Can I make an account?” It is also “Who regulates this operator, what happens if the account is frozen, where do I complain, and what records should I keep?”

Here is the order I would use before putting money anywhere:

StepWhat to checkWhy it matters
1The California legal-status information above. It keeps claimed access separate from California authorization.
2The operator’s stated licensing information and its regulator.A state-regulated operator should appear on its regulator’s official list.
3Withdrawal terms, identity-review policy, payment fees, and responsible-gambling tools. These issues often become important only after a deposit or withdrawal request.
4The complaint route and the records you would need if something goes wrong.A brand’s support chat is not the same thing as a regulator-backed dispute path.

Readers who want the broader legal context should see the U.S. federal and state offshore betting framework. For current state-specific caveats, use our offshore sportsbook restrictions by state.

Commercial-links note: RateSportsbooks may link to reviews or offers from operators that market to U.S. users. Those commercial links are not a statement that an operator is licensed in California. Check availability, terms, payment conditions, and legal status for yourself before registering.

California Betting Sites: Read the Label Before You Click

The phrase California betting sites can mean several different things in search results. That is a problem when a reader expects the phrase to mean “California-approved.” It often does not.

What a page may be describingWhat it does not establish
A website that says it accepts California usersCalifornia licensing, California regulatory oversight, or a California complaint path.
A tribal-casino websiteThat the casino offers sports wagering or that its gaming options apply statewide.
A horse-racing platformGeneral sports-betting authorization. Horse-race wagering is a separate regulated category.
An affiliate review or offer pageAn official endorsement by the California Gambling Control Commission.

This is not wordplay. It affects what you can verify before sharing documents or sending money. A state-authorized market normally gives you a state regulator, a published operator list, and a local complaint framework. California does not currently have that framework for sports betting.

So read the label, then read the terms. An offer can be commercially attractive and still fail to answer the licensing question.

Offshore Sportsbook Reviews and Offers

The following editorial reviews and offers are from offshore operators that may market to U.S. readers. They are not California-licensed sportsbooks, and their claimed availability does not establish California authorization. Review each operator’s terms, identity requirements, payment rules, withdrawal conditions, and restricted-location policy before registering.

Responsible Gambling and California Support

If sports betting, daily fantasy play, or any other gambling activity is becoming hard to control, the next step is not another app or another deposit. Take a break and use official support.

The California Gambling Control Commission links readers to the state’s Office of Problem Gambling for problem-gambling help. You can also call or text 1-800-GAMBLER for confidential support. Self-exclusion and account-closure tools may vary by operator and may not carry across unrelated websites, so close or restrict any account you want to stop using directly.

How to Check a Sportsbook Before You Deposit

When there is no California licensing list for sports betting, a reader needs a more careful process. Start with the obvious question: does California authorize it? The current answer is no state-regulated sports-betting market.

Then check the operator’s own terms. Look for an actual regulator, a license number if one is claimed, age rules, restricted-location language, withdrawal conditions, KYC requirements, and a responsible-gambling page. If a website makes a big “California sportsbook” claim but never identifies a regulator, pause there.

And do not use a VPN, false address, borrowed payment method, or someone else’s account to get around a location or verification control. That can violate account terms and may make a payment or withdrawal issue harder to resolve. It does not create California authorization.

If an account review appears, read our guide to sportsbook KYC requirements. If crypto is mentioned as a payment option, first read the crypto risks at offshore sportsbooks. You can then compare best crypto sportsbooks, but a crypto payment method does not establish California authorization or remove identity, location, reporting, or consumer-protection questions.

If a Site Withholds Funds or You Suspect Fraud

Save the facts before you start arguing in a chat window. Keep account emails, transaction dates, payment receipts, wallet or transaction hashes if crypto was used, screenshots of the offer terms, and the exact website address.

California’s Commission directs reports about an online sportsbook or daily fantasy sports operation to the FBI’s Internet Crime Complaint Center. It directs reports about an illegal in-person sportsbook to the California DOJ Bureau of Gambling Control. Those reports may not produce an immediate payment solution. They do create a formal record of what occurred.

For a wider checklist on privacy, account holds, withdrawal documentation, and dispute expectations, see our consumer-protection guide. Keep your tax and payment records as well; our offshore gambling taxes guide explains why a form’s absence does not answer every reporting question.

California MLS Betting Sites and Soccer Markets

California has three Major League Soccer clubs: LAFC, LA Galaxy, and the San Jose Earthquakes. That gives California soccer fans plenty to follow. It does not create a state-licensed California MLS betting market.

The same status rule applies whether the event is an MLS match, an NFL game, an NBA game, or a college contest: California does not currently regulate sports betting.

A page or app that calls itself a “California MLS betting site” may be using a search phrase, not identifying a California license. Before treating that language as meaningful, ask the same questions you would for any sportsbook: who regulates it, is it authorized in your state, how does withdrawal verification work, and what complaint route exists if there is a problem?

Sports interest is real. Authorization is separate.

California Sports Betting FAQ

Is online sports betting legal in California?

California does not currently regulate online sports betting or maintain a state-licensed sportsbook-app market. The California Gambling Control Commission says sports betting is not regulated in the state.

Are there legal California sportsbook apps?

California does not have a state-authorized sportsbook-app list. Do not confuse a website’s claim that it accepts California users with a California license or state regulatory approval.

Did California vote on sports betting?

Yes. California voters rejected Proposition 26 and Proposition 27 in November 2022. The Secretary of State reported 33.0% yes for Proposition 26 and 17.7% yes for Proposition 27.

Can I bet on sports at a California tribal casino?

Do not assume so. Tribal casinos operate under their own governmental and compact settings, and California does not currently regulate sports betting as a statewide market. Contact the individual tribal casino or tribal gaming authority for its current offerings.

Who should I contact about an online sportsbook issue in California?

The California Gambling Control Commission directs reports concerning an online sportsbook or daily fantasy operation to the FBI’s Internet Crime Complaint Center. Preserve account and payment records before reporting.

Methodology and Sources

This California sports-betting page uses official California election, regulatory, legislative-analysis, and Attorney General materials. It does not treat a sportsbook’s marketing, an affiliate offer, or an account sign-up flow as proof of California authorization.

We review this page quarterly and after major California ballot, legislative, tribal-compact, regulator, or enforcement developments. For our editorial process, see how we verify licensing and availability.

Check the regulator first. A bright bonus button can wait.
