Missouri sports betting is legal and live through state-regulated mobile and retail options. The Missouri Gaming Commission announced that legal sports wagering became available on December 1, 2025, after voters approved Amendment 2 in November 2024.
There are two checks before any app, offer, or team logo matters: you must be 21 or older and physically located in Missouri when you place the wager. A brand name alone does not answer either question.

Is Sports Betting Legal in Missouri?
Yes. Missouri voters approved Amendment 2 on November 5, 2024, and the Missouri Gaming Commission announced the official launch of legal sports wagering on December 1, 2025.
The state constitution authorizes online sports wagering for people physically located in Missouri. It also authorizes retail sports wagering at eligible excursion gambling boats and approved professional-sports districts, subject to Missouri Gaming Commission licensing and oversight.[2]
That makes Missouri different from the previous state pages in this series. Missouri has a live state-regulated mobile market. You do not need to interpret an app’s access claim as a substitute for the state’s actual regulatory system.

The important word in the table is licensed. Missouri now has legal options, but not every sportsbook brand that appears in an ad, a search result, or an affiliate list is necessarily one of them.
How Missouri’s Regulated Sports-Betting Market Works
Missouri’s legal market rests on the constitutional provision created by Amendment 2. Article III, Section 39(g) permits online wagering for customers physically in the state and retail wagering through approved casino and sports-district routes.[2]
The Missouri Gaming Commission regulates the market. The Commission’s December 2025 launch notice says licensed operators with approved internal controls and house rules may offer live wagering.
The market has several possible license paths. The constitutional text allows a retail or mobile license connection to qualifying excursion gambling boats, professional sports teams and their designated operators, as well as two direct mobile licenses issued by the Commission to qualified sports-wagering operators.[2] Readers do not need to memorize the license categories. They do need to verify the operator they want to use.
Use the Legal Sportsbook Operators by State directory as a starting point, then check the Missouri Gaming Commission’s current approved mobile and retail licensee pages. License rosters can change. A page written at launch should never be treated as a permanent list.
Missouri Sportsbook Apps and Geolocation
A Missouri sportsbook app can operate only within a defined legal setting. The constitutional language requires online operators to use commercially reasonable geolocation and geofencing technology so they accept bets only from customers who are physically present in Missouri at the time of the wager.[2]
This is why a person near the Kansas, Illinois, Arkansas, Iowa, Nebraska, Oklahoma, or Tennessee border should not assume a Missouri account will work. The physical location at the time of the bet is what matters under the state framework.
The law also limits an individual to one account with each online platform.[2] Identity and location checks are part of the system, not a strange extra step added after a withdrawal request. Read our sportsbook KYC requirements before sharing documents, and do not try to bypass location or account controls with a VPN, proxy, borrowed account, or false address.
Retail Sports Betting and Sports Districts
Missouri’s constitution allows retail sports wagering at eligible excursion gambling boats and within approved professional-sports districts. It also allows online wagering for people who are physically in the state.[2]
That structure is broader than a single-casino model, but it does not mean every stadium, casino, bar, or sports venue has a retail sportsbook. A venue must fit the law and the Commission’s licensing rules. Check the operator and facility before you make plans around a game day.
The same caution applies to sports markets. A legal market does not mean every event, player prop, or promotion is always offered. The operator’s current menu, house rules, and any Commission restrictions control the available wager types.
Missouri Sports Betting Bonuses: Read the Terms First
Bonuses can be useful for comparing offers, but the number in a headline is only the beginning. Look for the minimum deposit, the eligible payment method, the wager or rollover condition, expiration date, sport or market restrictions, withdrawal rules, and whether a promotion is limited to newly verified customers.
Missouri’s constitutional text requires ads not to purposefully target minors or self-excluded people, not to be false, misleading, or deceptive, and to clearly disclose material promotional terms.[2] That is a good reader checklist too.
A short practical example: a $200 offer may look better than a $100 offer until the first has a larger deposit requirement, a shorter expiration period, or a condition that does not fit the bets you actually make. Read the full terms before you click through.
What About Offshore Betting Sites in Missouri?
Missouri’s regulated market gives readers a clear way to check who is state-licensed. An offshore sportsbook’s claim that it accepts Missouri customers does not make it a Missouri sportsbook app or establish Missouri Gaming Commission authorization.
If a site markets to Missouri readers, compare that claim with the state framework: are you looking at a current Missouri licensee list, a state-regulated complaint path, geolocation inside Missouri, and the consumer safeguards required of licensees? If the answer is no, it is not the same category of offering.

Responsible Gambling, Self-Exclusion, and Complaints
The Missouri Gaming Commission maintains a List of Self-Excluded Persons, or SEP List, for sports wagering. The list applies to Missouri sports wagering online and in person. Enrollment lasts five years, after which a person is automatically removed unless they choose to remain on the list for another five-year period.[3]
The Commission says the SEP List directs licensed sports-wagering operators to remove listed people from direct-marketing lists, deny player-program participation, and forfeit earned points or complementaries.[3] That makes it more than a marketing opt-out.
For help with gambling concerns, MGC points readers to 1-888-BETSOFF (1-800-238-7633) and 888betsoff.org. The helpline is staffed around the clock.[3]
If you have a dispute with a state-regulated operator, save screenshots, terms, deposit and withdrawal receipts, and the operator’s written response. Then use the Missouri Gaming Commission’s sports-wagering complaint or contact channels. A regulated operator has a state oversight structure; an unlicensed website may not offer the same route.
Missouri Taxes and Account Records
Do not wait until filing season to find your bet history. Save account statements, deposit and withdrawal records, wager history, bonus terms, and any documents that show how a transaction was settled.
Missouri Department of Revenue says gambling income is included in federal adjusted gross income. It also addresses gambling-loss treatment for people who itemize deductions.[4] Tax results depend on individual facts, so this page cannot tell you how to file. For general recordkeeping and reporting context, see our offshore gambling taxes guide.
A missing tax form does not remove the value of keeping accurate records.
Missouri MLS Betting Sites and Soccer Markets
Missouri soccer readers often look for St. Louis CITY SC match markets, futures, and player options. Missouri MLS betting sites are still subject to the same state conditions: use a current licensed operator, be 21 or older, and be physically in Missouri when you place the wager. [2]
The available market is set by the licensed operator’s current menu and rules. A match being popular does not guarantee that every market, live option, or promotion appears on every platform.
If you are comparing payment methods for a soccer wager, remember that payment choice does not change licensing or location rules. Read our guide to best crypto sportsbooks only after reviewing the crypto risks at offshore sportsbooks.
